A.    All residential properties within Vernal City,  shall be provided with garbage and waste removal service by Vernal City for the hauling and disposal of garbage and waste matter. Property owners of residential properties generating garbage and waste matter shall pay the minimum charge established by resolution of the Vernal City Council for the hauling away and disposal of garbage and waste matter of these residential properties.

    B.    If payment is received by the City for an amount which includes charges for garbage and waste removal and disposal, as well as charges for other services such as water and sewer services, any payment received shall first be applied to amounts due pursuant to this section.
