Prior to the adoption of Ord. 2011-02 on 01/05/2011, Section 8.12.030 read as follows.

A. All residential properties within Vernal City, excluding multi-family residential developments larger than (2) two units, shall be provided with garbage and waste removal service by Vernal City for the hauling and disposal of garbage and waste matter. Property owners of residential properties generating garbage and waste matter shall pay the minimum charge established by resolution of the Vernal City Council for the hauling away and disposal of garbage and waste matter of these residential properties. Multi-family residential developments larger than (2) two units may request garbage service provided by Vernal City if such service is feasible.

B. If payment is received by the City for an amount which includes charges for garbage and waste removal and disposal, as well as charges for other services such as water and sewer services, any payment received shall first be applied to amounts due pursuant to this section.
