Nothing stated herein shall be interpreted as preventing any person from transporting through the streets or public thoroughfares garbage, kitchen refuse or the byproducts of the business of such person or from selling or otherwise disposing of the same, except that such person shall comply with all local and State laws pertaining to the lawful and sanitary methods for hauling and disposing of garbage and solid waste matter; and such person shall pay the minimum charge as provided in Section 8.12.030, if applicable.
