Prior to the adoption of Ord. 2010-06 on 03/17/2010, Section 8.12.080 read as follows.

Large metal containers ~~dumpsters~~, no larger than three (3) cubic yards specially designed to permit mechanical garbage dumping into collection trucks, shall be allowed. All containers must have lids for safety and sanitation, and shall be insect and rodent proof. Lids shall be secured on the containers and the containers shall be covered when not in use.
